  2. 19th century promoted principally by the
  3. German chancellor Bismarck to ease the
  4. integration of a new powerful German state
  5. into the `concert of Europe'. The conferences
  6. were intended to settle great power disputes,
  7. mainly related to the Balkans, the Middle
  8. East, and the designation of colonies in
  9. Africa and Asia. Most important of these was
  10. the Congress of Berlin 1878. The system fell
  11. into disuse with the retirement of Bismarck
  12. and the pressures of new European alliance
  13. blocks.
